Summary 

In this document, the Rapporteur for the Public Dialogue on Constitutional Amendment outlines the main points from the event that took place on 15th February 2025 at KUSOM, Lalitpur. The report captures the major themes addressed during the dialogue, including the rationale behind the proposed constitutional amendments, the need for electoral and governance reforms, and the significance of inclusion and representation.

The panel, composed of political representatives from both major and emerging parties, provided a platform for various viewpoints on the extent and direction of constitutional reform. Based on the insights of panelists, public inquiries, and expert analysis, the report highlights critical issues like the instability of coalition governments, the underrepresentation of marginalized groups, and the lack of effective constitutional implementation. Panelists highlighted the importance of a collaborative, consensus-based amendment procedure that represents national interests. 

Based on the discussions and feedback received, the Rapporteur highlights the significance of transparent, consensus-based reforms that align with national interests and public desires. The event is acknowledged as progress in involving youth and civil society in influencing Nepal’s constitutional future and enhancing democratic accountability.
